What happens when your disavow file can’t fit anymore URLs and you have no more room to add anymore URLs to the list? That is the question that came up and John Mueller answered it on Twitter saying you can remove old URLs or domains if those links no longer exist or if you are not worried about them anymore. In addition, he said there is no need to disavow on an URL by URL basis, instead, disavow on a domain basis.
Here are those tweets:
Sure, if those links are no longer live. Consider using domain-level entries more, and focusing on the bigger problems (don’t just list every URL you don’t like).

Now, the advice of URL vs domain level is something Google has been saying since 2013 when Matt Cutts said uses the disavow tool like a machete not like a fine tooth comb. The same advice applies today.
I have personally never used the disavow tool but if you guys do, have you reached capacity?
